Our greatest hope is that school can resume as normal starting this coming fall, but we believe we have the responsibility to proactively plan for the varying and unknown impact of the virus for the foreseeable future. We will continue to keep the Montour School District community informed and engaged as we move through the summer months and look toward restarting school in August of 2020. Below are some options for parents to consider. Families will be asked to review these options and commit to one of the three by July 24, 2020. Additional information will be forthcoming. Option 1: Traditional Instruction with Social Distancing Students will come to school daily in a traditional setting. Social distancing to the greatest extent feasible will be implemented in all buildings. This includes face coverings being “highly recommended” whenever social distancing is difficult. Student seating will be several feet apart and traffic patterns in school buildings will be altered to accommodate social distancing. Additionally, intense daily cleaning processes and procedures will continue to be implemented in all high traffic areas, including buses. Option 2: Live Remote Instruction K-12 Students will be able to learn from home, synchronously, through live video feeds from the classroom. Teachers’ classroom instruction will be available to students utilizing Google Classroom and Google Meet. Students will have the ability to engage remotely with their teachers and their peers who have chosen to return to the classroom. Option 3: Montour Cyber Academy K-12 Each student will be able to learn from home, asynchronously, at his/her own pace and schedule via Waterfront Learning, in partnership with the Allegheny Intermediate Unit. Instruction will be facilitated and monitored by Montour School District teachers. Most course offerings and pathways can be viewed online at Edgenuity.com. Also, the district is actively working on some key items that will assist in the reopening process: PK-12 Athletics - Health and Safety Plan Students are now able to return to school- related athletic programs and activities. The rankings were based on a proprietary formula that combines the results from PSSA tests taken by students in grades three, four, five, six, seven and eight. It also combines Keystone Exams given to high school students, generally in the 11th grade. Montour’s scores once again outperformed most other area school districts. The Pittsburgh Business Times’ scores rank Montour 13th locally and in the top 10% in the state. Above is a breakdown of where Montour stands against several other local districts.22 • Allegheny West Magazine • July/August 2020 The 2019-2020 school year has come to a close, and as we plan for the upcoming 2020-2021 school year, the board and the administration wanted to provide a fiscal overview of our school district. The Montour School District encompasses Robinson and Kennedy Townships, the boroughs of Ingram and Thornburg, and Pennsbury Village, with a combined population of approximately 23,000 residents. Montour’s active community consists of nearly 3,000 students, 499 employees, three schools, two campuses and a bus facility. As a district, we recognize that it is our responsibility to maintain a philosophy and fiscal approach that provides value to all our stakeholders, including students, taxpayers, district employees, and our communities. Throughout the 2019-2020 school year, Montour maintained the third lowest real estate tax rate in Allegheny County. It is our goal to continue to be among the lowest in the county as the board and administration work together to productively utilize your tax dollars. At the May 21st board meeting, the Montour School Board approved the 2020-2021 Proposed Final Budget in the amount of $71,687,471 with no tax increase. The COVID-19 pandemic has created a great deal of uncertainty for school systems as they face unexpected revenue declines for budgeting. Seventy-eight percent of Montour’s revenues come from local property and earned income taxes. As such, we took a conservative approach and used models from the 2008 financial crisis to project reasonable revenue numbers. Being conservative, we also identified areas in the budget where we are able to manage expenses. As with most school districts, employee salaries and benefits are the largest expense. This expense for Montour is currently 68.2% of the budget. While it is important to effectively manage contracts and appropriate staffing, it is equally important to manage the remaining 31.8% of the budget. This applies to tax dollars spent across all areas of the district, including curriculum, facilities, transportation, technology, other school tuitions, safety, athletics, pupil services, human resources, and long- term debt maintenance. Many changes that were implemented over the past several years continue to help the district. Some of these changes include staff re-organizing and right sizing, moving to just-in-time inventory, improving tax collection procedures, eliminating capital project debt financing, and the ongoing evaluation of service providers and contracts for the benefit of the district. Our surpluses from these practices will allow us to continue to fund previously approved projects while lessening the burden for any shortfall in the 2020-2021 budget. We will continue to make capital investments in curriculum and technology replacements as it is important in driving academic success. However, all new capital project spending will be frozen for one year or until the financial impact from COVID-19 can be measured. All projects currently underway are fully funded. These projects include the completion of DEW renovations, including phase II of roof replacement, as well as renovations to the auditorium and gymnasium. At the high school, the district has tackled the long overdue refurbishment of the pool, and at our Burkett property we have completed the much-needed upgrade to our busing facility. It is expected that all unfinished projects will be completed prior to the new school year. These past several months have illustrated that it is impossible to foresee the future and all of the challenges that we may face. However, maintaining a fiscally sound approach propels us forward to be a leaner, more financially stable organization. Because of this, we are better positioned to weather the upcoming financial uncertainty and move Montour forward in a positive direction for years to come. Campuses are now getting a facelift thanks to a three-year capital improvement plan. School board members, along with administration, have been planning and working to make it a priority to improve and enhance areas that have long needed attention. Renovations that are currently in progress are a critical component to preserving campus character and strengthening Montour’s sense of community. There are also substantial benefits related to cost and sustainability. Finding opportunities to reposition, repurpose, adaptively reuse, and renew existing facilities can create a more sustainable, cost-effective model for transforming educational opportunities and improving the campus experience for all students and community members. Darryl Yonkers, director of operations, commented, “The Montour School District takes pride in its education but also in the maintenance and appearance of its campuses and facilities.” The improvements on each campus include: David E. Due to the COVID-19 shutdown, there was no prom or spring sports, and the playoffs for many winter sports were curtailed. Yet one thing that seniors did get to experience was graduation. After weeks of uncertainty, Montour organized a drive-through graduation ceremony that allowed families and educators to recognize graduating seniors safely in a plein-air setting. On June 4, families were invited to drive up to the high school campus, where seniors could both receive their diploma and get a professional photo in front of a special backdrop at the high school entrance. From afar, teachers, dressed in their graduation robes, rang bells and noisemakers while holding signs to greet families who had waited in a line that curved throughout the campus. Many families cheered from afar as their graduating senior received their diploma. Seniors were also met and applauded by school board president Mark Hutter, superintendent Dr. Christopher Stone, director of K-4 academic achievement and K-12 innovation Justin Aglio, and assistant principal Jason Burik. High school principal Todd Price escorted students from their cars and held an umbrella to keep them dry from a drizzle that persisted throughout the evening yet failed to dampen spirits. Nearly the entire senior class of 250 students participated in the procession, which lasted for several hours.
